Gary Skoien
Gary Skoien is Chairman of the Board, President, and Chief
Executive Officer of Horizon Group Properties, Inc. From 1993 to 2005 he served
as Executive Vice President and Chief Operating Officer of The Prime Group.
Prior to his roll as COO of PGI, Gary served as Senior Vice President and Chief
Operating Officer of the Retail Division of PGI (Currently Prime Retail, Inc.)
from 1992 to 1993. In this role, he oversaw strategic planning, development and
management of the rapidly growing division. From 1983 to 1991, Gary was the
Executive Director of The Illinois Capital Development Board, and from 1980 to
1983, he was an Assistant to the Illinois Governor. Gary is the former chairman
of the Board of Trustees of Northern Illinois University, former Vice Chairman
of the Executive Committee of the Civic Federation, former member of the board
of Prime Retail, Inc. (NYSE: PRT), and served on the Board of Directors of the
Chicagoland Chamber of Commerce

Thomas A. Rumptz
Thomas A. Rumptz
has served as Senior Vice President of Real Estate since June
1998. Mr. Rumptz’s role with Horizon Group Properties, Inc, includes
responsibility for development, construction and disposition of residual
land. For eight years prior to his employment at Horizon Group
Properties, Inc, Mr. Rumptz worked for the predecessor company, Horizon Group,
Inc., where he held many different positions including Controller, Vice
President of Finance, and most recently, Vice President of Real Estate.
Prior to working for HGPI, Mr. Rumptz served as Manager of Investment Real
Estate for Foremost Insurance. Mr. Rumptz received his MBA from Grand
Valley State University and a Bachelor of Business Administration from the
University of Michigan. Mr. Rumptz is a member of the International
Council of Shopping Centers and possesses a State of Michigan real estate
license

David. R. Tinkham
David R. Tinkham has served as Chief Financial Officer
since June 1998. For fifteen years prior to his employment with Horizon Group
Properties, Inc., David was responsible for capital markets access, treasury,
accounting, tax, insurance, investor relations, information technology and SEC
compliance at The Chicago Dock and Canal Trust where he served as Chief
Financial Officer. Prior to joining The Chicago Dock and Canal Trust, he was a
Senior Tax Accountant at Arthur Andersen & Co. David received his Masters
of Management degree from Northwestern University and a Bachelors of Business
Administration in Accounting from The University of Michigan. David is a member
of the American Institute of Certified Public Accountants, Economic Club of
Chicago, and a member of the Urban Land Institute.

Andrew Pelmoter
Andrew Pelmoter is the Executive
Vice President of Horizon Group Properties and has been with the company since February 1999. Prior to his employment with
Horizon Group Properties, Inc., Andrew was Director of Leasing for the
predecessor company. This company owned 44 outlet centers comprised of
over 10 million square feet of leasable space. Prior to joining Horizon
Group Properties, Inc., Andrew was employed for 11 years with The Mills
Corporation, where he was Director of Leasing and Lease Administration.

David Nelson
David Nelson is the CEO of Globe Outlets and the Managing
Director of International Business for Horizon Group Properties. David has been in the shopping center
industry for more than 15 years. He has
experience in the management, leasing, marketing, financing, acquisition and
sale of factory outlet centers, enclosed regional malls, open air lifestyle
centers, power centers, and community shopping centers. David has extensive relationships with U.S.
retailers and with professionals involved in the operation of top tier retail
shopping centers. David specializes in
building high growth companies within the retail real estate industry.
Prior to joining Globe Outlets, David was the Chief
Investment Officer of Horizon Group Properties, a Chicago, U.S.A. -- based
company that specializes in the development of factory outlet shopping
centers. In this position, David was
responsible for debt financing, equity joint ventures, and business
development. He worked extensively with
Richly Field in structuring the Globe Outlets joint venture. David arranged the financing of The Outlet
Shoppes at Oklahoma City which is one of Horizon’s premier U.S. properties.
From 2003 through 2010, David was a Senior Vice President
with Cousins Properties, a public REIT based in Atlanta, U.S.A. At Cousins, David was the head of retail
asset management. In this capacity, he
was instrumental in building a company that successfully developed multiple
lifestyle centers, power centers, and grocery anchored community centers. While David was at Cousins, the company was
able to develop to double in size in a short period of time. David was in charge of joint venture
relationships, management, marketing, and accounting. He also served on the company’s Lease
Committee managing the leasing process for the entire portfolio of shopping
centers.
Also at Cousins, David served as a Senior Vice President
of Capital Markets. In this position,
David managed over a billion dollars (U.S.) of financing, acquisition, and sale
transactions. He built extensive
relationships with U.S. pension funds, insurance companies, banks, and other
institutional investors.
From 1995 until 2003, David was a Vice President of
General Growth Properties which is one of the largest retail real estate companies
in America. At General Growth, David was
in charge of international joint ventures and also managed the Eastern United
States. In this capacity, David had
responsibility for some of the best shopping centers in the U.S. including
Natick Mall in Boston and Tysons Galleria in Washington D.C. In total, David managed more than 30 shopping
centers having a Net Operating Income in excess of $400 million (U.S.).
Prior to joining General Growth, David worked as a
banker, a commercial real estate broker, and a real estate consultant. David is a graduate of Duke University – a
top tier U.S. school.

James Harris
James Harris
has been Managing
Director of Business Development since 2007. James has worked for more
than two decades in the outlet industry as a senior executive and
partner. He has been involved in the development, leasing and operation
of more than 50 outlet centers both domestically and internationally.
Prior to joining Horizon Group Properties, Inc, James worked for leading retail
and shopping center developers including Federated Department stores and
Taubman Company. He served as COO of McArthur Glen and President of Ariel
Preferred Retail Group.

Gina Slechta

Gina Slechta, SCMD
is Vice President of
Marketing and has been with Horizon Group Properties, Inc. since 1999. She has
held executive marketing and management positions for over 20 years with some
of the top shopping center developers in the United States. Prior to joining
HGPI, Slechta was president of Creative Events and Productions, a full
service-advertising agency specializing in retail and commercial properties.
Slechta has served on regional boards for the International Council of Shopping
Centers for over 25 years.
