Gary Skoien
Chairman of the Board, Chief Executive Officer
Gary Skoien is Chairman of the Board, President, and Chief Executive Officer of Horizon Group Properties, Inc. From 1993 to 2005 he served as Executive Vice President and Chief Operating Officer of The Prime Group (PGI). Prior to his roll as COO of PGI, Gary served as Senior Vice President and Chief Operating Officer of the Retail Division of PGI (Currently Prime Retail, Inc.) from 1992 to 1993. In this role, he oversaw strategic planning, development and management of the rapidly growing division. From 1983 to 1991, Gary was the Executive Director of The Illinois Capital Development Board, and from 1980 to 1983, he was an Assistant to the Illinois Governor. Gary is the former chairman of the Board of Trustees of Northern Illinois University, former Vice Chairman of the Executive Committee of the Civic Federation, former member of the board of Prime Retail, Inc. (NYSE: PRT), and served on the Board of Directors of the Chicagoland Chamber of Commerce.
Thomas Rumptz
Executive Vice President of Real Estate
Thomas A. Rumptz has served as Executive Vice President of Real Estate since June 1998. Mr. Rumptz’s role with Horizon Group Properties, Inc, (HGPI) includes responsibility for development, construction and disposition of residual land. For eight years prior to his employment at Horizon Group Properties, Inc, Mr. Rumptz worked for the predecessor company, Horizon Group, Inc., where he held many different positions including Controller, Vice President of Finance, and most recently, Vice President of Real Estate. Prior to working for HGPI, Mr. Rumptz served as Manager of Investment Real Estate for Foremost Insurance. Mr. Rumptz received his MBA from Grand Valley State University and a Bachelor of Business Administration from the University of Michigan. Mr. Rumptz is a member of the International Council of Shopping Centers and possesses a State of Michigan real estate license.
James Dixon
Chief Financial Officer
James Dixon has served as Chief Financial Officer of Horizon Group Properties, Inc. since 2024. Prior to assuming the CFO role, James held progressive leadership positions with Horizon Group Properties, including Vice President & Chief Accounting Officer, Controller, and Assistant Controller, where he was responsible for financial reporting, budgeting, financial planning and analysis, lease accounting, audit and tax oversight, treasury, risk management, and compliance for a large commercial real estate portfolio.
Prior to joining Horizon Group Properties in 2013, James held senior finance and accounting roles in commercial real estate development and public accounting, including serving as Vice President & Controller for Encore Development Group, LLC and as a Senior Accountant with Biggs, Hausserman, Thompson & Dickinson, PC. James received Bachelor of Science degrees in Finance and Accounting from Davenport University and is a Certified Public Accountant.
Andrew Pelmoter
Executive Vice President
Andrew Pelmoter is Executive Vice President of Leasing for Horizon Group Properties and has been with the company since February 1999. Prior to his employment with Horizon Group Properties, Inc., Andrew was Director of Leasing for the predecessor company. This company owned 44 outlet centers comprised of over 10 million square feet of leasable space. Prior to joining Horizon Group Properties, Inc., Andrew was employed for 11 years with The Mills Corporation, where he was Director of Leasing and Lease Administration.
James Harris
Managing Director, Business Development
James Harris is Managing Director, Business Development. James has worked for more than two decades in the outlet industry as a senior executive and partner. He has been involved in the development, leasing and operation of more than 50 outlet centers both domestically and internationally. Prior to joining Horizon Group Properties, Inc, James worked for leading retail and shopping center developers including Federated Department stores and The Taubman Company. He served as COO of McArthur Glen and President of Ariel Preferred Retail Group.
VICTORIA LARIONOVA
Chief Operating Officer
Victoria Larionova serves as Chief Operating Officer of Horizon Group Properties, where she oversees the operations of their outlet shopping portfolio. She is responsible for supervising property and operations managers, driving property operations and financial health, managing large-scale vendor partnerships, executing service contracts, overseeing CAPEX and tenant improvement projects, and approving comprehensive mall budgets to maximize Net Operating Income (NOI) and portfolio profitability.
With over 11 years of prior commercial real estate leadership experience, including roles as Senior General Manager at JLL and CBRE, Victoria has managed Class-A office and retail portfolios exceeding 1 million square feet. Her expertise spans property and financial management, lease negotiation, and directing over $55 million in capital construction projects. Victoria holds a Master of Science degree in Applied Economics and Management from Lomonosov Moscow State University, an Illinois Real Estate Broker License, the BOMI International Real Property Administrator Designation (RPA), and LEED Green Associate certification.
ANN ACKERMAN
Senior Vice President of Marketing
Ann Ackerman is a nationally recognized marketing executive with more than 30 years of experience driving growth and innovation across the retail real estate industry. As Senior Vice President of Marketing for Horizon Group Properties, Ackerman develops the strategic vision and leads the execution of integrated marketing initiatives that support portfolio performance, retailer success, and consumer engagement across the company’s properties.
Before joining Horizon Group Properties, Ackerman foundered Elevate Branding and Marketing, a consulting firm specializing in shopping center marketing strategy, branding, and revenue optimization. Through Elevate, she advised developers, owners, and management companies across the country, delivering high-impact B2B and B2C marketing strategies that help retail destinations maximize performance and achieve optimal NOI.
Throughout her career, Ackerman has played a key role in launching and repositioning some of the world’s most successful outlet centers including Fashion Outlets. Her innovative approach to retail marketing has helped transform how shopping centers connect with both consumers and retail partners.
Ackerman also served as Vice President of Marketing for AWE Talisman where she oversaw marketing for outlet centers across the county. Additionally, she served as Vice President of Outlet Marketing for Macerich, managing the company’s outlet portfolio and supporting development initiatives in major markets including San Francisco and Philadelphia.
Ackerman’s leadership and creative vision have earned national and international recognition, including more than a dozen ICSC Maxi Awards for excellence in marketing and tourism. She has served as an ICSC Maxi Awards judge and committee member and frequently participates as a roundtable leader and panelist at major ICSC industry events. Ackerman is also the only marketing professional inducted into the Outlet Industry Hall of Fame.
